During March of the year‚ it is a duplicate problem‚ the North of Thailand is mostly covered by smog such as Chiang Mai‚ Chiang Rai‚ and Mae Hong Son. The cause of the forest fire by human‚ transportation‚ industry‚ and forest fire from the neighboring countries‚ are affected on the population’s health. Especially‚ the main smog cause is from the fire in agricultural zone‚ which affects on quality of the air. Dr. Niorn Sirimongkollerdkul‚ an instructor in Civil and Environment Department‚ Faculty of Engineering‚ Rajamangala University of Technology Lanna Chiang Rai‚ who is a member in both project of “Risk maps of combustion in Chiang Rai” that is supported by Public Health Promotion Policy and Planning of Thai Health Promotion Foundation‚ and a project of “The study of a decision making factor on sweet corns implantation on the high land in Vavee sub-district‚ Mae Suai District‚ Chiang Rai Province” said that a connection between burning area and main factor can be a cause of problem and risk. The policy can be advantages on solving problem for both local area and the nation. First issue… the main problem of burning is from the agricultural implantation zone‚ where the high is level around 400 – 600 meter and is mostly in the national conservation area‚ especially‚ during April – October that is an agricultural implantation. Chiang Rai is one province‚ where continuously expands the agricultural implantation zone 29%. Another issue is the weather in January - April‚ when have less relative humidity‚ but high evaporation‚ and fewer amounts of rainfall‚ and wind speed are affected on the smog blowing‚ additionally‚ the deciduous forests can affect on the forest fire. The high risk areas‚ in Chiang Rai province‚ are in downtown‚ Phan‚ Thoeng‚ Chiangkong‚ and Mae Suai‚ where need to urgently solve the problems.   From the study found that “anti-burn policy” is unsuccessful because it is disconnect with the local life style and community’s opinions in agricultural implantation for living. The forest fire by human is a main damaging cause for the land and it is also a main cause of smog in the province. Although‚ the local community leaders accepted the anti-burn policy‚ they cannot stop burning in the high risk zone.   “Knowledge Management - KM…and local wisdom should together progress with both academic principle and innovation to solve the smog problems” Dr. Niorn said.
